Is the hot fix 889388 included in WinXP SP3

During my WinHTTP application development, I met the problem described in
http://support.microsoft.com/kb/889388, that is, "An access violation occurs
in the digest!CList::GetNext method when you run two or more WinHTTP 5.1
applications at the same time that use Digest Authentication in Windows
Server 2003
". I download the hot fix 889388 and patched it onto my WinXP Sp2 test
machine. It does work for me.

Unfortunately, i can only find the English version of this hot fix thus i
cannot apply it to system of other languages, say, Simplified Chinese. How
can I get the hot fix of other languages?

Besides, I noticed that my application works fine on WinXP w/ SP3. Does SP3
fix this problem?
